I think you will probably find things much the same as I found them in Germany. The guild system is still very prevalent in Europe as is the attitude that "making things" should be left to trained craftsmen.

Having said that, if you take the time to locate some people involved in bow/arrow making and cultivate a friendship with them, they will help you locate sources of supplies. You will probably also find that they are interested primarily in tournament shooting rather than hunting, simply because they can't bowhunt.

I did a google search for "arrow making UK" and found pages of stuff - most of it of little use to you as they are people offering for sale completed arrows or bows. Still, it's a place to start. If you can get involved in any archery clubs there, you may find some kindred spirits that are also interested in building their own stuff.

There are also members of Trad Gang located in France, Spain and probably Italy where bow hunting is allowed who can steer you to acquaintances in the UK.

Hopefully, some of them can help you out.

One place I've dealt with, as they had things I couldn't find here in the States.  Good folks to work with.  They are not "just" longbows, and they do have arrow making supplies

Birkenhead, is where you get ferried to when you take the "Ferry 'Cross The Mersey" from Liverpool, as the 60s song by Gerry & the Pacemakers said.
