Getting an Elk rack out of the country

A friend from Austria came hunting with me this year and got an elk.The skull/antlers are clean and he wants to bring them home. Question: What is the correct way to do this? What will customs require so there is no problems. Any info is appreciated.

for sure, I would really wrap up every tine on it with some pipe insulation and don't be skimpy with the tape!

he needs to check his country's import rules...I'm assuming there's paperwork required on his end....and you need to do the same with U S Customs
