This is a good shoulder rehab program for rotator cuff injuries. The idea here is to get shoulder strength, conditioning, stability, balance and flexibility. Start slow, and be patient.

I understand what you are going through. I have been through this before after baseball related rotator cuff surgery. This rehab works very well. These exercises are also good for preventing shoulder problems. A lot of pitchers use programs like this to prevent shoulder problems.

Remember that while you are building muscle strength -- you are also building tendon strength and flexibility, which builds much more slowly than muscle strength. Take your time. Don't try to test your strength too early.
