.....Compressed Ramin Shafts. That would be 11/32" compressed to 5/16". Full length and unfinished @ 50/55 spine is the ticket.

Not aware that anyone compresses ramin.  Don't know if it is a hardwood, but it behaves like one.  Would be very difficult to compreess, and in fact, there's no need to.  Can get spines up to 60# in 5/16 ramin, and they're fairly heavy as well.

Contact John Christianer @ Twig Archery here in Conesville. His specialty are his "Twig Pass Thrus" which are tapered Ramin shafts. He'd be able to help you to get them if they are doable.
