I just purchased a dozen Gold Tip shafts from Big Jim that are painted by Rose City Archery. I'm not sure which glue to use or if I should just install cap wraps and fletch as I normally do. Any suggestions?

I would call up Rose City and ask them. Glue is cheap but feathers are much to expensive for me to experiment with.

Best to use duco if you have it. We do, but think fletch tite would also work

You could try fletch tape as well. Some love it. Some hate it.

I did a comparison between Duco and Fletch-Tite. The Fletch-Tite pulled off with a little effort and "melted" the finish. The Duco kept the quill firmly in place. Thanks for the suggestions.
