I've got a metal riser ILF bow that I want to camo up.  What is your preference, paint or dip?

I'd dip. I"ve had a couple and they are great.

You can paint it quickly, easily and cheaply and still get good results. If you aren't interested in camo a flat spray paint will do it. If you do want camo start with a light color coverage of the riser. When that is dry lay some leaves over the riser and spray a slightly darker color leaving the shadow of the leaves the base color. Then use a darker color and a few more leaves and you will have a cool, leafy camo on the riser. Lobed leaves like oaks, sweet gum, maple, even fern fronds gives the best effect. I've don this on bows and tree stands.
