I am thinking of making my own feathers with a feather chopper. How many 5" feathers can you get from one full length uncut feather?

Usally one good 5" from a full length feather these days.Many years ago full length feathers were about 12" to 13" long.These days they are most 9" to 11" long.You would be lucky to get two good 4" feathers out of a full length feather.
