morrison ilf limb weight question

does the stated weight on a given ilf limb (morrison limbs) rate at the lowest, highest, or mid range wgt?

I'm pretty certain Bob rates his at the max preload (bolts backed off 1/4 turn or so)

Screwed down all the way, the limbs will be at max weight and that should be the stated weight on the limbs.  Bob didn't recommend I back out my bolts at all, just screw them down until the bolt head touches the bushing.
