Can this be done? Or will the bows tiller go out of whack. Who is good at doing a glass lamed longbow and how much does this normally cost? What is the limit on the reduction?

Get a hold of Rich Lopez (Droptine59). He can do it for you. I think he can guarantee up to 10 pounds. He can be PM'd here. I'd give his phone # but I'm not sure if we can do that here.

Proper reduction involves removing material from the limb edges and maintain tiller. The process is my own so if you are serious, I can help but contact me through Raineman. My usage here is limited.

I recently contacted Dick Robertson about reducing the weight on a Mystical I picked-up used a while back.  I was a bit surprised when he said no.  He said it could "jeopardize the life of the bow".  I have to assume Dick knows his stuff, so depending on the bow, you may want to think about it.

A bowyer friend of mine took 5 pounds off a viper for me by narrowing the limbs and reducing it's tips with a belt sander. I shot it almost everyday and took my first trad deer with it.

I took 19# off of a Robertson Buffalo Bow for a friend 8 years ago--from 66# to 47#. He just loves the way it shoots and has used it every year since.No problems.

Of course it can be done.  The amount of reduction possible depends mostly on the limb width, but 3#-6# is fairly typical; more is certainly possible.  But with so many good bows around on this site, why not just trade it for one in the weight you want, or sell it and buy one at your preferred weight.
