Hey Steve, i have had great success with just the 3 percent.  Let it set for at least 24 hours.  If you can't get the entire skull submerged use cotton balls or a paper towel to lay on the portion that is out of the peroxide.  The cotton balls or paper towel will wick the peroxide onto that portion of the skull. you can also rewet the area every couple of hours if need be.  Afterward, set the skull on a white sheet  or pillow case in the sun.  The sun will help the process of whitening.

Good luck and let us see the final result.

It looks like there's still some fat and gunk on the skull? If it's not perfectly clean then whitening won't do any good.

I simmered mine in water and about 1/2 cup of Borax, never used any bleach of any kind and it came out snow white. Might look into that?

It doesn't need to actually boil, because boiling makes bone brittle so I get it just hot up to the point of boiling without actualling boiling and let it simmer there until it's clean.

Here's a pic of the one I did from last fall's deer.
It's called skull maceration which is done without boiling or using bleach. Borax is a natural degreasing/whitening agent and I just kept changing the water and added 1/2 cup of borax each time.

I usually let the skull soak in water with dish soap in it before I treat with peroxide.
