as a fellow jersey boy the only thing i will highly recommend is WORK ON THE CARDIO ! then when you feel like you are more than ready to run a marathon, consider yourself one quarter of the way ready. after two trips to colo., one at 8000ft and one at 10000ft, all i can say is holy crap the air is thin! that being said, it will be a trip that will create an addiction that may consume your hunting world. my wife also sent me for my 40th b-day and my 43rd, one mulie and one elk. got the mulie saw some elk. good luck with the trip.

Get an otc tag in colorado and diy!
There is a place for all God's creatures....right next to the potatoes and gravy.

Depends on where his head is at.  An expensive camping trip may be perfectly fine if there is a chance to chase some elk.

There are many OTC places in Colorado.  Yes there are other hunters, but the farther in you go the fewer there are gonna be.  There is a ton of information available in book and video format as well as talking to folks here.  Also pick the brains of those folks who work for the DNR in the general areas that you are considering.  You have plenty of time to play the tag game and have a great time.
