Bow limb issue

I have this old bow I shot a lot when I was a kid.  Something has happened to the lower limb.  I don't think it has a twist that I can see.  The limb acts weaker than the top so the string hardly touches the bottom limb belly while it rest several inches on the top limb.  What is the problem and can it be fixed?
