Can you make a recurve as quiet as a longbow?

Depends on how noisy the longbow is?  

In reality, all things being equal, NO would be the answer.  If you do a little extra trickeration to the curve you can get thenm very quiet but the design does not lend to the almost non-existant thump of a longbow.  Too much string touching the limbs.

Assuming equal grains of arrow per pound of draw force, I've seen no other bow that can be made as silent as a long-length (say 70") straight-end longbow. I pay a LOT of attention to the noise of my shot. The noise my shot makes becomes more than a passing concern when I'm on the ground with a dangerous animal at very, very close range!
