Look for some kind of wood craft supply shop in your area.  If they don't have it and can't get it, they should be able to point you in the right direction.  If that doesn't work pm me and I'll help you out.

Not if you use brass inserts that are way longer than a standard insert. I use 100gr brass inserts which are nearly twice as long as a standard insert. The longer insert acts like an internal footing and I rarely splinter or break arrows at the front; even on hard hits.
