I bought some cedar from Three Rivers a month ago and it was beautiful.  I'd give them a call and tell they you got a bad dozen.  I think they use Rose City - as do a lot of vendors.

Look at the reviews (97% would recommend to a friend) - they make a lot of folks happy with those shafts but the most recent review was bad.  They may have a bad lot.
