do bowyers measure draw length to the center of the riser or the furtherst point away from you ?

Most bowyers use the AMO method,

the standard AMO method - measuring the distance between the groove of the nock - to a position 1 3/4" forward from the pivot point of the grip - when the bow is at full draw.

An arrowmaker would measure you from the deepest part of the nock to right behind the head. Then add for broadhead clearance.
To get the most accurate draw length, I would make the guy shoot a half a dozen arrows outside at a target. (This way we are dealing with a real draw length. If you stand in a shop, and draw a bow you can always draw it longer than your actual draw length.)
I would mark the last arrow right at the back of the shelf(side farthest away from you), then I would make you shoot that same arrow a few times, while I was watching the mark, and you are still shooting at the target to see how consistant your draw length was.
So yes, its measured at the shelf on the far side of the bow.
I don't know anybody, besides the corporate bow manufacturers, that use the AMO method.

Bowyers (like Mike above) need a standard for marking draw weight that relates to the deepest part of the grip. This is the weight actually felt by the shooter. To use the actual grip point would be confusing for fletchers (like Jim above) so an imaginary standard back of the bow was set at +1 3/4" more than the grip point to reflect arrow length.

So there are two draw lengths, the AMO for measuring draw weight and the actual as marked on a test arrow for figuring your needed arrow length.

actually, the amo/ata standard is to draw the string 26 1/4" from the deepest part of the grip for a 28" draw. that way it works on all bows no matter how wide or narrow and any shape grip.
an individuals draw weight will depend on the length of his arrow and how far he pulls it.

You guys do realize, don't you, that Mike, Shaun, and larryh are all saying the same thing?  The AMO method assumes 1 3/4" as the "avg" distance from the deepest part of the riser to the front of the bow.  It's not exact but it's close enough and allows most of us to just measure the to front of the bow to determine draw length "close enough".
"If I was afraid of a challenge, I'd put sights on my bow!"
