Im shooting a hoyt helix at about 35#@28" would a 1913 aluminum be to light of a spine .733?

I would say, YES to light, 1916 would most likely be better.

It would depend on length and point weight and your draw length.I shoot a 1913 with an 85 gr.point from a 40#@27 longbow.

I usually grab a 1716 for a 35#@28" bow, but I have a 26.5" draw. I was thinking that 1816 would likely be OK for a 28" draw.

1913 is a better choice than a 1916 for that weight. 1916 is going to be stiff unless you really up the point weight.

You are on the cusp of 1716/1816

Id like for them to be 29" or 30" with 100 grain tips

1816 is likely your best bet. 1913 could work for you at full length which I believe is 30"
