A friend of mine has a new 60" recurve, 55# @ 28", cut about 5/16" past-centre, D97 string. He's using a Bear WeatherRest, no plunger. Draw length is around 28".

He's going with carbon shafts,  possibly  GrizzlyStik Alaskans, 100 grain brass insert, and 125 grain Magnus heads.

What's a good spine range?

I'm advising him to order the shafts full length and then cut to tune. I've little experience with carbons and all I have read suggests that carbon are very sensitive to changes in length.

Should he just get them cut to say 30" and hope for the best & tune with weight? Just how hard are carbons to tune?

He should be able to shoot a .400 deflection shaft. He will probably get better flight and have an easier time tuning if he builds out the side plate.A weather Rest may take it far enough ,not sure.

A good rule of thumb is to hold the bow at arms length and align the string with the center of the limbs.Doing this you should be able to see your nocked arrow tip just touching the left edge of the string when sighting. For a right hand shooter.

I always tune by length, not weight. It takes a lot of weight to make up an inch.I don't hunt anything larger than deer and have no need for that much weight. Some guys like a lot of weight.I like a flat shooting arrow.

Carbons get stiff quick start at full length and cut them 1/4 inch at a time
