Pikes Peak N.F. or pike Nat. Forest

I was hoping to get opinions on theese two areas for elk huntinh. My brother just bought a house that backs to Pikes Peak and I'm thinking about visiting him in Sept. Are either of theese areas over the counter? Is one area better than the other? Just looking for some general info or opinions. Thanks Greg
