2013 elk hunt

A friend and I are starting to plan for archery elk in 2013. Went to WY in 2011 had a good time but no elk. It was guided but too restricted because the outfitter wasn't in good enough shape to chase elk while we were. Looking at WY, MT, CO mainly. We are thinking drop camp but would go guided if we can get after them when necessary.
Looking for recommendations.
