non-resident deer/elk hunting in Utah

thinking about a diy public land hunt in Utah in the next few years.  For those familiar with Utah, what areas are good, how does Utah's permit process work?

The deer hunting units are broken into 30 units.  The deer hunt can be very good and with a little dedication and boot leather, you'll have a chance at some decent deer.

Our elk system is tough.  You can buy a archery cow/spike tag over the counter, but to hunt a big bull you're looking at about a 10 year wait at least for a decent unit.  We have some general season bull elk hunts, but they're pretty tough.  I'd stick with focusing on deer and buying an over the counter cow elk tag.
