Hunting In and Around the Badlands

We are planning a backpack trip out west for Mule deer in 2012. I have a few questions to ping off of everyone that is familiar with the area.

Can you hunt the national park in South Dakota?

Where are there large tracks of land to hunt in and around the western Dakotas / Eastern Wyoming?

How are the populations for Mule Deer in the area?
