Not the whole limb, but the tips.  The tips that don't bend.  That is the point, the tips on most recurve bows bend and unfurl a bit. This allows them to add to the recovery and maybe add a bit more speed. Static recurves do not bend or unfurl.  They act in a bit different manner, more as a lever.

An extreme example would be the asiatic or horse bows with sihahs (?sp?), or very early Bear bows by Grummley.

Judging by the fact that certain asiatic bow designs are capable of sending arrows extremely far, the good and the bad about static or working recurves is likely just up to you.

RER makes awesome, and beautiful bows.  Try one out.

I'm no bowyer or expert, but believe static limbs are those of a design that do not "open" up at full draw.  Many believe they are quieter and just as fast as the other type of limb, the "working" recurve limb which does open up at full draw.

I've shot both designs and do not really have a preference since both types have been successful and offer comparable results.
