Factory Bows and Shorter Draw Length

We all know that if you have a bow that is say 50# @ 28" and you draw it to 25" then you lose roughly 9# of pull thus reducing the draw weight to 40-41# give or take. I have often wondered how this affects the bows power stroke, for lack of a better word. I have seen folks on the range shooting bows where they were pulling over the 28" as prescribed. While this may or may not be good for bow or archer it did affect the power stroke to me at least from a visual aspect. What are your thoughts on this?
