Do I need to make my bottom limb shorter?

I am making a longbow where the shelf is 1" above center.  On a previous bow (same specs)when I strung the bow the top limb was stronger as evidenced by the string not laying exactly along the bottom limb.  Will making my bottom limb shorter cure this?

It may help, measure from the fades to your string at brace height. This should tell you more.
