Does feathers and wraps make this much of a difference when bare shaft tuning?

I'm currently bare shaft tuning some arrows at about 5 or 6 yards. I'm close enough I can see the bare shaft impacting the target straight but the fletched and wrapped arrows are clearly impacting at an angle indicating a stiff spine. I have powdered the riser on the bow and the feathers are not making contact anywhere.

Any weight that you add to the rear of the arrow shaft, such as wraps or feathers, stiffens the spine.  However, I don't think this is what is going on here, because the stiffening effect of a small amount of weight is not usually noticeable with fletched arrows, only with bare shafts.

Probably something else is causing the fletched arrows to impact at an angle.  Possibilities would include wind, which affects fletched arrows more than bare shafts, irregularities in the target material, or perhaps your fletched arrows are making contact with the shelf or strike plate and haven't had time to straighten out yet when they impact the target at a close distance.
