Full Inclusion Crossbow in NYS

I've been waiting to post this to get confirmation, but it is Albany that we are dealing with here.
Just before the extended Legislative Session ended, the Assembly passed a full inclusion crossbow Bill, that coincides with the Senate version that had passed earlier.
I was a bit dumbfounded, as the Chair of the assembly Environmental Conservation Committee, is Deborah Glick, a card carrying PeTA member from the Village in NYC, a lifelong Democrat to the core.  I had with her decades ago, as she had been an EnCon member long before she was given it's Chair.  Up until this year, she had agreed that the modern crossbow is far superior to a hand drawn, hand held bow.  She caved, probably from pressure from Governor Hochul, as she herself is from Erie County, where the Hilts' had been accepting crossbow promotions for decades.
When I contacted her office after I heard that there a lot of activity surrounding the Bill, her Aides completely lied to me about what her stance and plans were.
She was only interested in clarifying the season structure, and wanted to rewrite the Bill herself.  I had previously, every year, again for decades, have sent my crossbow manifesto detailing it's superiority, with facts, data, and comparisons. 
Her Legislative Aide, went on to tell me that her entire team actually went out and shot crossbows at a range, and that the Bill is not full inclusion.
After having the rug pulled out from me, and getting word that she brought to the EnCon Committee floor for a vote, I was furious.
I called her office and spoke with the above mentioned Aide, and as typical political hack, he tried to spin it.  He said it's only legal during the Archery Seasons from beginning to end, and the entire Regular (firearms) Season.  I said, that is FULL INCLUSION, from start to finish.  He again tried to tell me that it's not.
So after it passed the EnCon, it sent to the full Assembly floor for a vote.  It passed and was sent to the Governor to sign into law.
As of yesterday, she still has not signed it.  And NYS being NYS, it gets murky.  She can veto it, sign it, or take no action.  But, because it happened at the end of the Legislative year, ANY Bills that passed both houses and have NOT been signed after 30 days, automatically become law.  But of course, there is ZERO confirmation anywhere, or from anyone in Albany.
I hunt private land, but for those that hunt public land, I fear it will be a disaster.  NYS has one of the largest hunting populations, with almost 800,000 licenses sold each year, and that does not include lifetime licenses.  There are over 174,000 bowhunting licenses sold each year.  With a crossover rate of 37%, meaning firearms hunters who hunt with a crossbow during the archery season, that equates to nearly 300,000 additional hunters in the archery season, using a crossbow, an almost 2-1 ratio.  Be safe and wear Hi-Viz when on public land, because the early season still has a lot of greenery, and the crossbow has a greater range than a hand held, hand drawn bow.
