I'm having trouble making bows for long draw length, like 30"
Currently trying 68" (67" ntn)

Thing I may need to go longer and splice the belly wood and the bamboo?

I would, and the boo I get comes 72" long. I always Z splice the belly lams though.

The trick for getting a long draw is to get the limbs bending near the handle. keep your riser, or stiffened handle area short and make sure that you are getting some bend out of the inner limbs (area of limb closest to handle/fades).
Of course, overall length of the bow helps too, but 30" draw in 68" Bamboo backed bow is very doable.
