I have shot one that made a bit of noise, I had beaver skins on my string, thanks to Brianlocal, I unloaded my bow and had him try them on his bow.  That worked pretty good. The last I saw of him he had gotten larger beaver skins for his bow, about three inches worth top and bottom weaved and wrapped, seems that it did the trick.

Mine is best at high brace height, 7-1/4 to 7-1/2.
The heaver the arrow the better
just a wool/yarn puff on top and bottom.

Maybe try a different string material. It can make a difference if all your other methods haven't worked for you.But also there can be other reasons, are your arrows too light, nocks too tight, are you shooting 3 under can affect the noise a bow makes?
