Terry, I did that very thing with some white feathers that I dyed yellow while on the arrows.  I used a large dye swabber I got from Tandy leather--about as big as the end of your finger.  It looks like the old shoe polish swab applicators that came in bottles of liquid shoe polish.  You may be old enough to remember those.     ;)    I dipped the swab in the dye and gently pressed it along the ends of the feather vanes and it wicked down into the hollow shafts of the feathers.  Then I touched up the outsides as well.  I can stick a couple in the mail if you like. Just shoot me a PM with address info.

Sharpies work well, and they come in most colors.   :archer:

Terry, if your feathers are anything other than white, dying them will not work very well.  It will just darken the existing color with very little of the chartreuse showing through.

My friend use yellow highlighter on some flu flu's. Looked great
Made awesome yellow streaks in the snow. Easy to find.
We refer to them as tracer arrows

If the shafts are aluminum or carbon you could probably dip them in dye, but obviously not a good idea with woodies unless well sealed.

I think you will have bleeding issues if you don't set the dye. I use a small amount of vinegar as  setting agent. JMHO

i am a fly tier and if you look around you can find very nice markers used in fly tying, they can handle the water and hold up well.
