Since feathers stiffin spine a little, is better to let the shaft be a little weak when tuneing....?
Yes that is how I do it and I believe most agree.
That's the idea....
I can't tell that feathers do anything to stiffen a shaft or not and I really doubt most people are good enough shots but are like me and can't tell the difference. I bareshaft until I get perfect flight and point of impact out to 20 yards then call it good and fletch them.
I prefer an arrow slightly weak before I fletch them up.
I do my final tuning/checking with fletching and broadheads so it all works out in the end.

If you want to tune "closer" to fletched weight take a fletched shaft and cut ONLY the barbs off, NOT the quill (most of the weight of the feather is in the quill and the glue/tape you used ) it also allows you to check for quill contact with the rest.
You can also weigh your feathers and add the same weight of masking tape to the rear of a bare shaft.
