Shoot or hunt? It mostly depends on where he lives. You won't find any places to shoot or hunt in DC proper that I know of, but there are places to do both in nearby Virginia and Maryland. I know VA better than MD. There are several Issac Walton League ranges in VA and Ft Belvoir is open to civilians I believe. There are lots of public places to hunt in both states close to DC.

+1 for Northern VA Archers if he wants to shoot on the south side of DC. 25 target 3D range is open 24/7/365, plus lighted practice ranges and 28 field targets.
I shot at southern maryland archers quite a bit....nice to just go walk and shoot the permanent targets anytime. they have a target trail with some sand back stops.....also have a nice open range with butts set from 10 yards all the way to 75 yards if not mistaken. They used to also run a 3D shoot on Sunday afternoons.....very enjoyable.
