I clean my shafts with acetone before fletching,,do I need to rinse that shaft with water before fletching?

Nope, that might defeat the purpose.  I use 600 grit wet dry sandpaper after the acetone is dry to lightly rough up the area then a wipe with a clean rag together rid of sanding dust.  Seems to work well.
