I have never paid much attention to the FOC issue but have recently become interested in it. Can somebody point me in the right direction?
I shoot a 68" Hill Wesley Special 65@28, but I pull a hair over 27" I have some heavier spined POC arrows (80-85) 29" long. Is that a valid starting weight? What weight points would put me in the ball park? What brand BH would fit well into this project? I have no clue as to what % FOC is desirable or achieveable. I like 2 blade BH. Whitetail and possibly hogs would be the quarry.

First off, with 65# and 125-150g heads are going to do some honest work. The only thing your likely to see a difference in is trajectory past 30yds.
With 190g heads on your cedars you get around 18-19% foc.
Some 225's will get you just above the "magic" 20% mark.
Cut some 75-80#'s, {with a dacron string or add 5# for FF} to 28" with the Tuffhead 225g's. That will put you in the 630g total arrow weight category and yield an approximate 40yd point on for you.
