At the post office they have a triangular cardboard tube that is perfect. 1dzn. shipped will run you $6-10 bucks I think.
2nd the USPS triangular boxes
I've used those and 3Rivers sells arrow boxes with plastic or foam holders. I think you have to buy them in bulk and shipping is a bear depending on where you live. It might be cheaper to buy them from 3Rivers if you plan on doing it a lot.
USPS triangle box is free because it's a priority mail box (all priority mail boxes are free) - how can you beat that. You just pay the shipping. Wonder why they loose money, may not be free much longer.

Yep the USPS triangle box. I traced it on some cardboard and then came in a 1/4" from the trace lines and got three triangles that punched 12 holes in, then ran 1/2 doz one way and the other half the other way so you have six feathers on each end. Slide em down so you space out the dividers and wad paper in either end.
Then... INSURE it.
