I've used a Tru-Center taper tool on POC, ash, maple, doug fir, and a pencil.

They work pretty good on POC and pine.  Fir and spruce come out pretty rough and they are slow on the hardwoods.  A disk sander and a guide is much better, but not nearly as compact.
