I have seen some refinished 3-D targets around. Does anyone know what type paints to use?
Mckennzie has a paint that puts the surface of the target back like new. Ok not new but in pretty good shape. They also make a repair kit to fill the holes.
I've used acrylic from Lowes on mine successfully.

Any latex house paint works fine. I usually buy the cheapest I can find in a color that closely matches what I'm looking for. I'll not spend more for the exact color. It's just not worth it. I use a cheap brush so that I can jam paint in the holes and not worry about destroying a good brush.
