I know we can not use honey or bacon but if one were to use liquid smoke or syrup in a burn while hunting, is is legal? I am confused by what the rules say. Also, can we put it in a small metal can over a burner what is inside a larger can, then hang it on a limb?

From what I see, it looks like you would be legal, BUT you might want to contact the CO in the area you are baiting and run it by him as he will be the final authority on whether you get a citation or not. The rules regarding scents as opposed to bait are more liberal it appears. I've used liquid smoke as well as molasses in the past but haven't ever used a burn. If you check with the CO, please let me know what he says.
The way I read it bait is food and scent is not so therefore, I could use metal and heat with the scent because it uses odor to attract bear.
That's my interpretation as well. I don't see any problem with the scent or the containers, but I'm really not sure about the burn aspect.
I just left a message with the CO. I will let you know what he says. I would like to try something like liquid smoke. We have bears coming in an hour after dark so maybe this would pull them in.
