It can be difficult to do this with a feather chopper,  I guess If it were me I would cut the feather base carefully with an exacto knife and then (if needed) trim the back of feather with a sharp pair of scissors. I have trimmed feathers with scissors many times while making arrows with river cain shafts and barred turkey feathers for a "primitive" look. Very easy to do!
Good Luck,
Harry

I have done it serveral times before with a feather chopper, with ease.  I have even chopped 4 inche flu flu's into 4 inch sheilds before, when I really needed some feathers.  A good chopper is the way to go!

I have modified 5" and 5.5" feathers to 4",I just cut to the length and use my burner to trim to excess. But you need a burner my way,but it works great.I bought my burner over 15 years ago and it is still going strong, the burner ribbons are pretty cheap.

I have always used a razor blade to cut mine down.
