Can anyone tell me what is the best way to thin Gasket Laquer? I am using Laquer thinner, but am having a difficult time mixing it thoroughly, and I am not sure how thin to make it.

Use acetone. Pour some on top of your dip tube and let it set overnight. I like to turn it upside down, in a catch pan in case of leaks, and let the laquer filter down into the acetone as it pushes up the tube. Make sure the temp is above 75 degrees it really helps the stuff mix. Hope this helps.
I use and old or bent shaft I'm not going to make an arrow with and stick it thru the gasket then stir it and bob the shaft up and down mixing as best I can then put the cap on and pull the shaft out.
I had some that had thickend up. so I poured in a bit of thinner and kept flipping the tube over and over until it mixed well. Overnight will help it all go together well. Good luck.
