What state or region of a state can you buy a otc mule deer tag, and have decent chance of harvesting one.
For archery, Oregon and Washington state are two I know of-there must be others too.
With the exception of a few draw units all of AZ is OTC for dear.

North Dakota is a draw for mule deer. Need an any deer license. Usually not too difficult to draw, but it is a draw. If there are tags left after the draw, it's my understanding that they can be purchased on a first come first served basis.

Idaho has a great late season hunt in the snow in November. Its within driving distance of the Boise airport, can harvest either sex, and can harvest some huge bucks if the snow pushes them out of the high country.

Idaho tags are over the counter till the total number of non resident tags are sold. I think the late season hunt greenhed is talking about is unit 39, archery either sex from Nov. 10th - 30th.
Az has OTC and you cab hunt mulies or Coues. I haven't been in years, but that jan hunt in AZ was tops-javelina and quail all over the place too
Try the Pineer(?) Zone area 39,49, 50 I think, in Idaho. I see a lot Mulies there and it's Sep OTC same time as Elk.
