Here is a osage kids bow I am building. Its 36" long, pyamid shaped limbs. 1" wide at the fades going to 5/16" tips. She is at 10lbs at 10" now. Still seems stiff for a 3-5 year old.
Think the tips are too stiff?

Not necessarily, it will help preserve string angle. But it matters how much set you see from work as that helps determine whether you have enough wood working to carry the load. Taking a wag, I'd say probably but you never know. If the bow has remained nice and straight, or taken maybe 1/2 of set, I'd go for it. And I'd let whatever lil tike is gonna have the bow pull it for you some to judge how much bow you want to make. Lil ones grow so quickly, I tend to make a bow somewhat overbuilt, hoping to get 2 or 3 years out of it.

Well, it feels like its stacking at 10". I need to get her down to 7lbs at 13" or so. Its now 10lbs at 10". So I might take some off the midlimb to near the tip.

At 36" long, a 1" width is too much. Narrow it to 3/4". You could also make it bend in the handle.
