Thanks for taking the time. While this legislation can be well intentioned it can also be dangerous if worded wrong.

        AN  ACT  to  amend  the  environmental  conservation law, in
relation to
          making contests and competitions to take wildlife unlawful

          The People of the State of New York, represented in Senate
and
Assem-
        bly, do enact as follows:

     1    Section  1. Subdivisions 14, 15 and 16 of section 11-0901 of
the
envi-
     2  ronmental conservation law, subdivision 14 as renumbered by
chapter
486
     3  of the laws of 1985, are renumbered subdivisions 15, 16 and 17
and
a new
     4  subdivision 14 is added to read as follows:
     5    14.  It shall be unlawful for any person to organize,
conduct,
promote
     6  or participate in any contest or competition where the
objective of
such
     7  contest or competition is to take the greatest number of  
wildlife.
Any
     8  wildlife injured during the course of a contest or competition
conducted
     9  in  violation  of  this  subdivision  shall be transported to a
licensed
    10  wildlife rehabilitator or veterinarian for treatment or humane
euthana-
    11  sia.  The  remains of any wildlife killed during the course of
a
contest
    12  or competition conducted in  violation  of  this  subdivision
shall  be
    13  forfeited  by every organizer, promoter, participant or any
other
person
    14  conducting or involved in such contest or competition, and  the
remains
    15  of such wildlife shall become the property of the department.
    16    §  2. Section 71-0921 of the environmental conservation law
is
amended
    17  by adding a new subdivision 10-a to read as follows:
    18    10-a. Violations of subdivision fourteen of section 11-0901
involving
    19  unlawful contests and competitions to take wildlife. Each such
misdemea-
    20  nor shall be punishable by imprisonment for not more than one
year
or by
    21  a  fine of not less than five hundred dollars nor more than two
thousand
    22  dollars, or by both such imprisonment and fine.
    23    § 3. This act shall take effect on the first of November
next
succeed-
    24  ing the date on which it shall have become a law.

For the record, and I speak as a person who has fostered a relationship with Senator Marcellino's offices for several years now, he is a champion for hunters rights in NYS.  He let the anti-trapping Bill die in committee last year, and he also maintains a strong pro-firearm stance.  He aslo helps keep the crossbow from being intoduced by the Lobby.  Senator Volker on the other hand has sponsored several pro-crossbow Bils, and refuses to even have a meeting with an NYB rep at any time.  We've tried for many years to meet with him, but he ignores us.

Senator Marcellino chairs the EnCon Committee for the Senate.  He is a man of reason and wisdom when it comes to wildlife issues.

Wonder if this came about from the coyote hunting contests that have been held in upstate ?????

Absolutely.  He sponsors or co-sponsors a crossbow every year, and flat out denies any of our members the time of day.

I just sent an email to Senator Betty O'C. Little, R-45th Senate District, about this piece of legislation. She is a huge supporter of sportsmen and women. The Plattsburgh, NY area enjoys numerous bass fishing tournaments that could be impacted if this bill were to become law. I would imagine she will come down on this bill like a ton of bricks.

Vermonster13 - Thanks for the heads-up on this piece of garbage bill. Oh, by the way, the fly rod got put to good use last year!

Looks like bow fishing tournaments are out, maybe even your local big buck contest.   As above, maybe fishing tourneys as well.

Now that i have thought about this, outlawing a contest taking the greatest number would not affect most events. A big buck contest largest buck, a fishing tourney most weight and largest fish and so on has anyone seen a contest that the winner was judged by the greatest number taken?

Stone, I was under the impression that bow fishing tourneys counted total weight of all fish taken.  Greatest number of (big) fish is usually a good indicator of who wins.

I just received a letter from Senator Betty O'C. Little (R-45th District) in reference to our concerns about this proposed legislation. She sits on the Environmental Conservation committee and is the Chairperson on the Local Government committee. She said she WILL NOT support this legislation. She has always been a supporter of NY sportsmen and women and it is obvious she takes our concerns seriously. I plan on staying in touch with Senator Little on the progress of this pending piece of legislation.
