California passed the following bill
http://www.leginfo.ca.gov/pub/bill/sen/sb_1551-1600/sb_1578_bill_20060420_amended_sen.html
It limits the amount of time a dog can be leashed to 3 hours in a 24 hour period. It is sitting on the Governors desk waiting to be signed(the ARAs are pushing a big campaign for him to be contacted urging the passing of this law). It would set a very dangerous precedent for the rest of the nation. A similar bill was proposed in RI last session and almost passed.
Contact the governor at
The Honorable Arnold Schwarzenegger
Governor of California
State Capitol Building
Sacramento, CA 95814
916-445-2841
916-445-4633 (fax)

Why is it that almost everytime I hear the latest from the ARA crowd I say to myself "Thats the dumbest thing I've ever heard".
-
Scary part is it's only one signature away from being a dumb law precedent that is already spreading in idea. I have contacted a few national groups that should have some stakes in this, but the Governor needs to hear how stupid this is now.

Sept.26th., Governor Arnold Schwarzenegger signed legislation aimed at helping stop genocidal violence in the Darfur region of Sudan.
this is why, just maybe, the little dog leashing issue was lost in the shuffle on his desk to accomodate more pressant, important issues like the welfare of mankind

The dog leashing issue is a huge vote thing for southern California just like the legislation to stop the violence is a political posturing, think anything written in California will really influence the Sudan?
-
sorry rover we have to go home now , you've been on your leash to long. Maybe smog really is bad for the brain.
-
The law is aimed to keep you from being able to keep a dog on a leash in a yard or a camp. You either buy fencing or leave the dogs in the house/apartment/whatever while at work.
-
Well; at least the ten million or so dog owners in californica will have the time and money to take their dogs off leashes and build kennels for them.
NOT - its stupid. Yes - it is a bad idea to keep dogs on chains ( tends to bring out the worst in them); but ... really.. can the PEOPLE in Californicate afford to implement such a plan?
I say NO WAY.
Unless they pick a specific target of enforcement like hunters.
No matter; soon enough both Texas and Southern California will be part of Mexico anyway.

You hit the nail on the head Brian. The groups that pushed for this don't believe you should own dogs period and this is way to keep all but the well off (the donors they have) from being able to afford them and also a way to keep folks from hunting with dogs in the field. Two of the ARAs big objectives.
