I thought it might be a draw lock. Sort of odd on a bow like that.

I remember Herter's selling them back in the 70's.
Unlike a draw lock, I think they are legal in most states as you hold the string to the grip with your hand.. I believe the draw lock actually uses a release of some sort.
I think that is the first one I have ever seen outside of the Herter's catalog.
