I have a 45 @28" Bob Lee Hunter. I draw 27.5". I decided to try paper tuning. My arrows are Easton Gamegetter XX75. I am shooting a 100 grain point and the stock insert. I have cut them all the way down to where they are a 1/2" past the riser and they still show weak. I find this hard to believe. Am I doing something wrong with my form or is it possible the bow would just like a stiffer arrow.

What is the spine of the arrows? I think XX75s are offered in 500 to 300 spines.
Still, it's hard to picture even the 500s being weak cut to 28" with only 100 gr points.

At 27.5" of draw, you are drawing about 44#. This is the crossover for me between 600 spine and 500 spine shafts. For this configuration, I would generally use 600 spine with 100 grain tips, cut to 29" for target. For hunting, I would use 500 spine cut to the same length with 150 grain broadheads (or 145 grain tips, for practice).
So you might have something else going on here.. False weak?
I shoot those GameGetters (2016s) with 125gr tips & 30.5" BOP, out of my 45#@28", cut-to-center recurve. I draw 29". I would expect that arrow to be good for your specs, with room to vary the setup.
My Bob Lees range from 39# to 44#. My draw is 27.5". I'm shooting GT Traditional 600s with 145 up front. Arrows cut to 29". They fly great! I'm a target shooter.
Not sure if you're looking for input on XX75s only. So if not, I'll give you my two cents on my setup. I'm shooting a Bob Lee Exotic Bi, 60" and 45# @28. I draw a little less than 28. My arrows are Beman Centershot 500s, regular insert and 200gr field points. They're cut to a tad over 29" and fletched with 3, 3" shields. I also shoot a fixed crawl style. I've also shot these with 200gr single bevel Cutthroats and 200gr Simmons Interceptors and they fly great. As far as I'm concerned, and I'm a fairly new to trad archer, from my experience with bow setups, form, and in particular your release, are the prime factors in tuning a bow. What arrow works for one guy with basically the same bow won't necessarily work for the other guy. But as I said, I'm fairly new so take my advice with a grain.
