I would say sometime in the '40's and in north or northeast. Possibly Michigan or Pennsylvania.
If it is a picture of George I'd say then it is pretty old! LOL!!

It doesn't necessarily look old to me. I can't see the clothes, pack or quiver, or boots too well, but the jeans look like a newer baggier style. And, the boots look like a newer style leather hiking boot. The plaid wool(?) shirt and hat are not necessarily old either. Just my uneducated opinion.

George is that you? from the looks of the glasses, since they are not the dark frames i would say at least later the 60's. i would guess with the fanny pack (looks like bison gear)that it's more like a photo from the 80's or 90's. that said i can narrow it down to some where between 1980 & 2007..... probably last year since we have not had any cold weather with snow on the east coast.
