Who's chasing black bears this Spring and where?

The Savage Rabbit:
Just bought archery only, either sex elk and deer tags for Idaho this year.  Will also pick up a bear tag if I can.  For some reason they were not coming up as available for sale when I called IDFG.  I had a shot in 2016 at a black bear but passed because I spotted some largish cubs with her as I was drawing my bow.
