13" Riser?

This is my 1st posting and I have a weird question. Would it be possible to make a TD recurve with a 13" riser and 17" limbs that have a gentle curve along the whole limb?

Seems like a pretty shot bow if you ask me.  I know timberghost has a bow that uses a short riser like that.
