It is a priviledge. I can't hunt without paying fees and buying tags. also if I don't follow the rules I can lose the priviledge to hunt here in Iowa. If it was a right I would just hunt all of the time and pay nothing.

Interesting question. I'd say if your just doing it for sport like 99.99% of us it is a priviledge. If you were doing it to prevent starvation it is a right.
